Gorman Farm
July 3, 2007
The meeting of the Evendale Council Committee for Fire Department, Village Engineer, Service Department, and Gorman Farm was called to order at 7:00 pm. Councilmembers Smiley-Robertson, Vonderhaar, and Schaefer were present. Also present during the meeting were Jim Bothe, Jack Cameron, and Mayor Apking. At the Cooper Creek discussion, John Steinmetz and Wanda Lawson of CDP Engineers presented the plan for restoring Cooper Creek where it adjoins Reading Road.
Seniority Ordinance
The committee considered the proposed seniority ordinance drafted by solicitor Tim Burke. This will be considered by Council at the July 12, 2007, meeting. The committee agreed with the provisions of the Ordinance and recommends passage of it at the July 12, 2007 Council meeting.
Fire Department
Chief Vail presented the bid results for the 2008 Ford Expedition in writing. Three companies picked up the bid package. Only one, Woody Sander Ford submitted a bid. The bid amount was $27,760 which was in the range expected. On motion of Councilmember Vonderhaar, the Committee recommends that the bid be awarded to Woody Sanders Ford at the July 12, 2007 Council meeting.
Service Department
Jim Bothe, as a follow-up to a prior discussion on the Emerald Ash bore, reported that Evendale has 220 Ash Trees on the Village grounds or as street trees. He is meeting with Bartlett Tree Service to determine the annual cost to treat the trees with a systemic insecticide. This will be reported at the next committee meeting.
Mayor Apking reported that ten of the Reading Road / Glendale-Milford Island Lights had been knocked over since the service department aggressively started repairing them. These ten have been repaired. Mayor Apking suggested that we adopt a new lighting system for the Islands so that the lights are not so close to the edges of the Islands. Councilmember Schaefer pointed out that if we chose a new lighting design for the Islands, that design will affect the reaming lighting design throughout the Village. Mayor Apking will have some lighting options for the next Committee meeting.
Joint Utility Purchasing
The representatives of the company promoting a joint utility purchasing system were unable to attend. The Committee did receive notice of Duke Energies 5.8% rate increase request to the Ohio Public Utilities Commission. The committee believes that any one with concerns should address them to the Ohio Consumer’s counsel.
Ongoing Projects
The ongoing projects list is an effort to keep everyone posted on various projects that are being performed by the engineer, service department or various contractors. Since Jack Cameron could not attend, some information was submitted by e-mail.
1. The new controllers at P.G. Graves and Reading Road and Glendale_Milford and Reading Road.
These are now expected to be installed in mid July. This will create a closed loop system for traffic lights into Anchor, P.G. Graves, and at Reading and Glendale-Milford Road. .
2. The length of the left turn lane from Reading Road into the Anchor project is incorrect as installed.
Jack Cameron will confirm will have date for the change by committee night.
3. Cooper Creek project.
This was presented at the 8:00pm portion of the meeting.
4. Jewish Hospital Glendale_Milford Entrance Engineer's report.
Jack Cameron will make a report on this issue at the next Committee meeting.
5. Edwards/Kelsey (Al Neyer areas) bridge and road project._ Have necessary documents approved at May Council meeting be executed and recorded.

6. 2007 Street Improvements project design
The sidewalk on Reading Road from Anchor to the Formica entrance was not in the bid package. That project will be done by the service department later in the year.
7. Gorman Farm _ trails _ Connection to Inwood _ Bridge
This is currently on hold as the Service Department has other work to do and the Gorman Farm Boy Scout agreement has not yet been executed because it was not passed as an emergency.
8. Clean up and re_seeding of Upper Meadow at the end of Carpenter's View
The clean-up will begin when as decision is made on the demolition of the parsonage, the old Sandy property, and the house next to the south entrance. A report on the adequacy of the old parsonage as the site of the Cultural Arts Center was provided by Councilmember Vonderhaar. The report concludes that the parsonage will be inadequate. Councilmember Smiley-Robertson requested that the Mayor put together the dollar amounts necessary to upgrade the parsonage from a single family residence to some other public use.
The committee then discussed the clean-up of the upper meadow. He has sent letters to the adjoining residents concerning the possibility of restoring the farm pond which was along the northern portion of the upper meadow. So far, one resident responded with concerns. Mayor Apking is planning to talk directly with this resident about those concerns.
The other two houses Mayor Apking recommends being demolished are the Sandy Property on Inwood Drive and the house purchased for the south entrance park. The Sandy house is costing Evendale a couple of thousand dollars a year to maintain. The house on Reading Road must be demolished to make way for the entrance park.
Since these issues are slated for late July or early August, the matter will be discussed at the July 12, 2007 Council meeting.
9. Street Signs
The new proposed street signs will be installed at either Wyscarver and Glendale-Milford or Giverny and Glendale-Milford within the next month.
10. On re_design of Glendale_Milford and Reading Road Intersection, moving Civic Center parking lot entrance to Reading Road side (there was and entrance there years ago) and to make it a right in and right out only. (Note: this is deferred until re_design intersection slated for 2008)
Cooper Creek
John Steinmetz and Wanda Lawson of CDP Engineers presented the plan for restoring Cooper Creek where it adjoins Reading Road. In this area, Cooper Creek has a slope that is two and a half times steeper than the other parts of the creek. It has steep banks on both sides. This creates a high velocity for the water when it is flowing. The proposed remedy is the creation of three rock coss vanes within the first 600 feet of the creek. These will channel the flow to the middle of the creek. A timber wall will be built on the south western bank of the creek for about 300 feet to stabilize the bank. One rock vane will be built in the immediately a vicinity of Reading Road on the northern bank to direct the flow of the water away from that bank.
In order to stay within budget, CDP recommends bidding the project as unit prices. The committee recommends that the project progress by having the project bid. Three property owners are involved and Jack Cameron will be in contact with those owners
